What is NCC?
National Coordination Centre for Resolving the Issues of Violence against Children, in short NCC is an organisational unit of the Ministry of Labour, Social Affairs and Family of the Slovak Republic since 2014.
Why were we established?
Violence against children has many forms; it is committed in different environments and by different people. Coordination of resolving the violence against children at national and local level should also be cross - sectional activity.
What is our task?
As the coordinator of the National Strategy on the Protection of Children against Violence:
As the coordinator of the National Strategy for the Protection of Children in the Digital Environment, to create and maintain communication with cooperating entities active in the area of protection of children against violence.
To coordinate state policy in the area of protection of children against violence as well as to fulfil tasks in this area, therefore to create conditions for mutual cooperation and exchange of information between state administration bodies (Police Force, schools, school facilities, municipalities, higher territorial units, health care providers and other entities involved in the area of protection of children against violence).
To participate at the unification of approaches at the national level and to support the unification of the approaches of competent entities at the local level in the area of the issues of violence against children, taking into account various factors of the issue of violence.
To cooperate with other state administration bodies, territorial self-government and the non-governmental sector in the implementation of the Convention on the Rights of the Child and to be a focal point for institutions responsible for the implementation of the Convention on the Rights of the Child in the Slovak Republic.
To cooperate in the implementation of European Union law and international conventions in the area of protection of children's rights.
To ensure the role of a coordinator for the implementation of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse
Participate on the creation and support of the implementation of specific joint educational activities of entities operating in the field of protection of children from violence.
Who we cooperate with?
Ministry of Labour, Social Affairs and Family of the Slovak Republic
it is the central state administration body, inter alia, for state social benefits, social help, social and legal protection of children and coordination of state family policy. The basic goal of social and legal protection of children and social guardianship is to provide the necessary assistance so that children can grow up in a healthy, safe and stimulating environment of their family, or in adequate alternative care. As a gestor is responsible for the implementation of the Convention on the Rights of the Child in the Slovak Republic.
Ministry of Education, Science, Research and Sport of the Slovak Republic
In the field of upbringing and education in kindergartens, primary schools and secondary schools and in school facilities, the Ministry manages the performance of state administration, in the field of education. It draws up and issues generally binding legal regulations and other regulations for schools. Schools are very important partner for us in the process of coordination the protection of children against violence, given that children spend most of their time at schools. At the national level we cooperate with representatives of the Ministry of Education. Science, Research and Sport and at the regional level with representatives of individual schools.
Ministry of Interior of the Slovak Republic
it is the central state administration body of the Slovak Republic, inter alia, for the protection of the security of persons and property, entry into the territory of the republic and the stay of foreigners in the territory of the republic and the management of the Police Force. At the national level, we cooperate with representatives of the Ministry of the Interior of the Slovak Republic and at the regional level with individual representatives of the Police Force of the Slovak Republic, most often with preventists and investigators.
Ministry of Justice of the Slovak Republic
it is the central state administration body for courts and prisons. The Ministry of Justice of the Slovak Republic is coordinator of the implementation of the Act no. 36/2005 Coll. on the Family, which is a very important legal act in the field of protection of chidlren. At the national level we cooperate with representatives of the Ministry of Justice of the Slovak Republic and at the regional level with representatives of individual courts.
Ministry of Health of the Slovak Republic
it is the central state administration body for health care, health protection, public health insurance, further education of health care workers and it also prepares proposals for fundamental directions and priorities for the development of the state health policy. At the national level we cooperate with representatives of the Ministry of Health of the Slovak Republic and at the regional level with individual paediatricians.
General Prosecutors Office of the Slovak Republic
The Prosecutor's Office is an independent, hierarchically arranged, unified system of state bodies headed by the Attorney General, in which prosecutors operate in relations of subordination and superiority. The Prosecutor's Office protects the rights and legally protected interests of individuals, legal entities and the state. Within the scope of its competence, the Prosecutor's Office is obliged in the public interest to take measures to prevent violations of legality, to detect and eliminate violations of legality, to restore violated rights and to take responsibility for their violation. At the national level, we cooperate with representatives of the General Prosecutor's Office of the Slovak Republic and at the regional level with individual district and regional prosecutors.
Office of the Commissioner for Children
The Commissioner for Children is involved in the protection of children's rights by supporting and enforcing the rights granted to children by international treaties. It is an independent body that anyone can turn to in case of violation or threat to the rights of the child.
